Tcl interface to the CALB library

The tcl interface covers all the CALB library. No additional C code is needed to control the CALB.

The tcl interface is made of two tcl commands: The first is a general purpose tcl command. Everything but the zero supression is implemented here.

The second one is specialized in zero supression.
