Minutes of Fourth TARI USP Meeting on November 26, 2010

1. Opening of the USP meeting (C. Guaraldo, on behalf of Chairman Paul Kienle)
Carlo Guaraldo opened the Fourth USP meeting on behalf of the chairman P. Kienle, who was seriously ill due to a generalized infection which required hospitalization.
At the moment of writing these Minutes – middle December – fortunately the situation has become better, allowing to Prof. Kienle to come back home for Christmas holidays.
2. Status of the Transnational Access to LNF (C. Guaraldo, Access Manager)
The Access Manager expressed his concern about the transnational access situation to LNF.
These are two problems to be dealt with.
The first is the fact that a relevant number of assigned man*days have not been used.
Specifically:
717 man*days have not be used, so distributed:
- 384 at BTF facility
- 229 at Siddharta facility
- 104 at KLOE facility

In detail, the projects which have not used the days are:

In case the above mentioned projects have applied to the present Fourth Call, the Access Manager will ask to the USP to authomatically subtract from the new requests all the man*days already assigned but not used.
The situation of BTF requires a special attention.
In fact, since September, the Facility has been stopped by the LNF Director in order not to interface with the re-start of KLOE. All the planned runs in 2010 had to be cancelled and postponed to 2011.
Moreover, a test performed in July has shown that the experiments having as objective channelling, namely those of Wagner, Dauvergne and Chesnokov, can not operate in parasitic mode, but need a fully dedicated linac.
This has substantial implications on the allocation dates.
A dedicated linac means working in a period in which KLOE is not in data taking. This requires an attentive scheduling which, anyway, can not actually foresee a stop of KLOE before the last months of 2011.
The second important fact to take into account in the beam assignment of the Fourth Call is that in the first three Calls a total amount of 2672 man*days have been assigned and the total access offer of LNF for the whole duration of the project (3 years) consists of 3750 m*days. The days which can be assigned remain therefore 1078.
Two Calls will be done before the end of the project:
The Fourth, the present one, on 26/11/2010, and the Fifth, foreseen on 27 May 2011.
On average, each Call can assign about 540 m*days.
The Access Manager will ask to the USP to make an assignment within the above average figure of 540 man*days.

3. Status of DAΦNE (G. Mazzitelli)
DAΦNE complex was ready to restart operations in late June 2010 when the KLOE detector roll-in has been completed all the maintenance of the various subsystems were done.
Unfortunately, problems at the detector magnet cryogenic cooling system stopped the operations and only in November the operations were fully recovered. In the mean time, although without the solenoidal magnetic field of the detector, for the first time in the DAΦNE history e+ and e- beam in low current condition (~100 mA) were stored allowing to debug the subsystems and first optics models.
At the beginning of November ~ 1 Amp of current has been stored in both rings and test of first interactions is foreseen for the beginning of December.
Since September the Beam Test Facility, in operation since February, has been stopped to permit a easier recover of stable operation. The restart of the BTF operation as well as that of the DAΦNE-L facility, is now foreseen for the end of January 2011.

4. Examination and selection of proposals for Hadron Physics (USP)
Proposal No. 19 by W.Wislicki, “Search for decoherence and testing CPT symmetry in neutral kaon system in KLOE-2 experiment at DAΦNE”
In total, to the proposal No. 19 for this call 80 days and 6 trips were assigned.
Proposal No. 20 by J.Marton, “Kaonic atoms and kaonic nuclear systems”.
In total, to the proposal No. 20 for this call 100 days and 3 trips were assigned.
Proposal No. 21 by A.Kupsc, “Measurements of the eta, eta' meson decays with KLOE 2”
In total, to the proposal No. 21 for this call 120 days and 12 trips were assigned.
Proposal No. 22 by F. Sirghi, “Exotic atoms/nuclei research at DAΦNE - Siddharta 2”
In total, to the proposal No. 22 for this call 190 days and 4 trips were assigned.

5. Examination and selection of Proposals for BTF (USP)
Proposal No. 18 by S.Petrovic “Rainbow positron channeling”.
In total, to the proposal No. 18 for this call 50 days and 4 trips were assigned.

6. Examination and selection of Proposals for DAΦNE-L in Elisa Project (USP)
Proposal No. 3 by W. Kwiatek, “FTIR imaging of surgically excised human stenotic aortic valves”.
In total, to the proposal No. 3 for this call 20 days and 3 trips were assigned.
Proposal No. 4 by C. Paluszkiewicz, “Chemical imaging of multifunctional nanostructure film”.
In total, to proposal No. 4 for this call 24 days and 4 trips were assigned.
Proposal No. 5 by C. Petibois, “FTIR and X-Ray microscopy characterization of Cu-carrier agents in vascular endothelial cells”.
In total to the proposal No. 5 for this call 21 days and 3 trips were assigned.

7. Conclusions
The global assignment of Fourth Call for hadron physics activities has fully respected the advices given by the Access Manager by assigning 540 m*days and 29 trips.
As far as the ELISA Project, the USP assigned 111 m*days and 17 trips.
